CAPS and Maple City Announce Merger to Better Serve Families

The boards of Child and Parent Services (CAPS) and Maple City Health Care Center (MCHCC) each unanimously approved a merger on March 13th to strengthen and coordinate services for the families and communities they serve. The merger is expected to be completed by mid-year 2026 pending necessary regulatory approvals and notifications.
CAPS and Maple City’s missions closely align around one central belief: every family in the community deserves to be healthy, safe, and thriving. By merging, the boards aim to significantly reduce gaps in services, broaden reach, and strengthen long-term sustainability to create positive outcomes for families.
“This merger will strengthen our resources and expand how we serve our community with more coordinated and complete care for families,” said Rebecca Shetler Fast, incoming Chief Executive Officer of the merged organization and current CAPS CEO and President. “Our shared goal is to create a healthier, safer community for children, families, and the communities we serve. Together we have the opportunity to dramatically increase our reach and our impact.”
Pete McCown, President of the Community Foundation of Elkhart County, added, “Strong communities are built when trusted organizations collaborate in ways that make services more accessible and effective. This merger reflects a commitment to stewardship, innovation, and long-term positive impact for families across our county.”
Dr. Max Mertz, a current and founding board member of Maple City, shared, "The vision has always been to improve our community’s health by caring for the whole person through quality, affordable, integrated care. This merger brings together two organizations that support the health, safety, and stability of families, making it easier for everyone in our community to access the care and support they need."
Paul Shetler Fast of Maple City will serve as Executive Director and Chief Operating Officer of the merged entity. Both current board chairs will serve as co-chairs of the new combined organization to ensure continuity during the transition.
The organization’s new operating name will be CAPS & Maple City. The transition is expected to be seamless with no disruption to services for families, clients, or patients.
